2 third-term tradition
политТрадиция добровольного отказа от переизбрания на третий срок, начало которой было положено президентом Дж. Вашингтоном [ Washington, George]. Соблюдалась вплоть до 1942, когда президент Ф. Д. Рузвельт [ Roosevelt, Franklin Delano (FDR)] дал согласие баллотироваться на третий, а в 1944 и на четвертый срок и в обоих случаях одержал победу. В феврале 1951 была принята Двадцать вторая поправка [ Twenty-second Amendment] к Конституции США, которая официально ограничила срок пребывания президента в Белом доме [ White House] двумя четырехлетними сроками. Полным четырехлетним сроком считается, согласно этой поправке, и замещение в течение более двух лет скончавшегося или ушедшего в отставку президента. Президент Г. 3 Constitutional Amendment
1) Одна из 27 поправок к Конституции США [ Constitution of the United States], принимавшихся с 1791 по 1992. Первые 10 поправок вошли в историю под названием Билля о правах [ Bill of Rights]. 27-я поправка, ратифицированная в 1992, установила, что любое решение о повышении жалования члена Конгресса вступает в силу только после следующих выборов. Процедура принятия поправок в целом регулируется Статьей V Конституции. После принятия текста поправки 2/3 голосов членов обеих палат Конгресса [ Congress, U.S.] она предлагается на ратификацию штатам и считается принятой при ратификации 3/4 законодательных собраний штатов. 4 Eighteenth Amendment
Поправка к Конституции, принятая в 1919, ввела запрет на производство и продажу алкогольных напитков, то есть "сухой закон" [ Prohibition]. Контроль за соблюдением поправки был предусмотрен законом Волстеда [ Volstead Act]. Раздел 1 текста поправки гласил: "Через год после ратификации настоящей статьи производство, продажа и перевозка алкогольных напитков, ввоз и вывоз их с целью потребления на территории Соединенных Штатов и на всех территориях, подпадающих под юрисдикцию Соединенных Штатов, запрещаются". ["After one year from the ratification of this article the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jurisdiction thereof for beverage purposes is hereby prohibited"]. Поправка не только не уменьшила пристрастие американцев к алкоголю, но и привела к появлению нового вида бизнеса организованной преступности - бутлегерства [ bootlegging].
